Unable to fish from Ardoris Docks

    Title: Unable to fish from Ardoris Docks
    Reproduction Rate:100% I believe; left, came back, tried again with same results
    Blocker? For the one location yes, but can fish elsewhere
    Details: The green circle to cast does not appear.
    Steps to Reproduce: Go to to the end or side of any Ardoris dock and equip a fishing pole (mine was Prosperity). The fishing icon becomes active, but clicking on it, or pressing the number for it on the keyboard, does not seem to do anything. A green circle does not appear. However, if I walk around after clicking on it, I can catch glimpses of the red circle.
    To test another location, I went to Kingport where I was able to fish successfully, very successfully. It could be the numbers and not a bug, but I found it odd that with fishing on level 2, catching one fish would result in leveling to 4...it skipped level 3. See screenshot.
