Unable to set hot-keys for utility bar

    Details:

    When setting hotkeys across the main combat bar to other values, the hotkeys for the utility bar become unusable and cannot be changed.

    Steps to Reproduce:

    (this is what I have done)

    - Change the second half of the combat hotbar keys to alt-1 through alt-5
    - The utility bar hot keys become !@#$% for the first 5, and the same for the second 5

    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-8700K CPU @ 3.70GHz (12) System RAM: 16323
    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8079
    SotA.Win.64.890.Date.12.21.18
    Area: POT_alpine_metropolis_01_template/Beran's Reach
