    Title: Unable to speak to Samuel Ruf
    Reproduction Rate: 1x
    Blocker? only if I need to talk to him.
    Details: chat refuses to engage. Got some msg "You just tried to talk to that NPC..." but repeated attempts fail.

    User Specs:
    OS: Mac OS X 10.11.6
    CPU: Intel(R) Core(TM) i7-4770HQ CPU @ 2.20GHz (8) System RAM: 16384
    GPU: Intel Iris Pro OpenGL Engine GPU RAM: 1536
    SotA.EarlyAccess.OSX.64.502.Date.11.08.16
    Area: Novia_R4_City_Desolis
    Area Display Name: Desolis
    Loc: (-292.0, 115.4, -85.6)
