So i had this idea a while ago for KSP (Kerbal Space Program) the idea is the instead of having just a screenshot button you could also have a button that saved the environment data (IE all the assets that are in your field of vision). This would allow you to later come back into another program and rider out the seen in the max resolution and graphics settings.

This would allow people that are running low end systems to take shots of there favorite environments and places and make them as good as cutting edge gaming computers.

This sounds more like taking a screenshot not of what you see onscreen, but of an offscreen rendering buffer at max quality of the same view. This would cause your game to pause while that is done, I'm guessing. You could accomplish the same by just maxing everything out, taking the screenshot, and then switching back to your playable settings.

You don't need to worry about elements off screen.

You just replace the screenshot functionality (capturing what was already rendered to the screen) with functionality that renders at the highest possible settings one frame, and then instead of painting it to screen, it saves it as a bmp/jpg.
