Details: I added a new vendor to my lot and loaded it with items. It didn't sit down while I was loading it or afterwards. However, when I left the game and restarted it. The vendor sat down upon loading. I had left the game next to the vendor and restarted the game a few hours later.
Steps to Reproduce: place a vendor, add one or more items, leave the game and re-enter the game.

This should be fixed in an upcoming patch.

 

As a temporary workaround, listing a new item and then not moving the vendor around on your lot afterwards should fix it.
