Title: Visitors can PvP non-flagged players in towns
    Reproduction Rate: unknown
    Blocker? no

Details: As you can see by the chat shown in the screenshot, I entered Soltown and was attacked by another player (a visitor). Because I keep auto-attack turned on, I returned fire a few times before I realized what was happening and ran away to break off the fight.

I was not flagged. I am set to auto decline duels (and it was not a duel, anyway). The other player was not flagged, at least there was no [PVP] flag attached to her nameplate. Is this working as intended?

    Steps to Reproduce:
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: AMD FX(tm)-8350 Eight-Core Processor (8) System RAM: 16350
GPU: AMD Radeon (TM) R9 390 Series GPU RAM: 8168
    Area: Novia_R1_City_Soltown
    Area Display Name: Soltown
    Loc: (-32.4, 26.9, 4.2)
    Debug: Tm92aWFfUjFfQ2l0eV9Tb2x0b3dufHwoLTMyLjM2OSwgMjYuOTMsIDQuMjQ3KXwoMCwgLTAuMjcyLCAwLCAwLjk2Mil8MTA0MC4wNzJ8MjAuOTg4MDJ8Ni4zNTM0MTE=
