Visitors can PvP non-flagged players in towns

    Details: As you can see by the chat shown in the screenshot, I entered Soltown and was attacked by another player (a visitor). Because I keep auto-attack turned on, I returned fire a few times before I realized what was happening and ran away to break off the fight.

    I was not flagged. I am set to auto decline duels (and it was not a duel, anyway). The other player was not flagged, at least there was no [PVP] flag attached to her nameplate. Is this working as intended?
