Why aren't these available in the add-on store?

    Yes I am sure they will be and depending on how many I am sure they will be packed. And most that do not have towns but lot deeds will be in those cities.

    They have already said that there will be public access stations in the NPC villages, towns and cities

    If that is the answer to it then why would it matter if they were sold as add ons.
