    1. Title: Wishing Wells Cannot Be Set Public
    2. Reproduction Rate: 100%

    4. Details: Wishing wells cannot be set public which makes them fairly useless for players gathering water or wanting to make a wish in a POT or housing lot unless an owner.
    5. Steps to Reproduce: Click on well, no option is given. Other players cannot use.
