World map light and location scroll name pop-in is really obvious

    Title: World map light and location scroll name pop-in is really obvious

    Details: Lights and the banner with the location name is popping in really obviously, a lot closer than I believe it was before. I'm on Fantastic settings.

    Also, the text shows up, THEN the scroll background. If I go slow, I can make it so the background doesn't even pop in, it's just text hanging in space.
    Steps to Reproduce: Run around the world map.

    OS: Windows 10 (10.0.0) 64bit
