    4. Talking to Guard Captain Cugel provides the keywords:
    Karban Samael
    Spirit Talker

    At this point we don't know anything about them. Why should we talk about someone like Karban or Samael, until we haven't met them in Peladjar inn?
    The names should be provided for the first time, after we heard about them, so after we met Min Liang Tan, not before.
    And the task to meet with Siranto and Khasi is given from Cugel.

    5. Talk to Guard Captain Cugel the first time, bringing the letter from Soltown Guard.
