All needed NPC to talk to were upstairs in broad daylight :)

    1. Title: quest relevant NPCs upstairs, not in their shop
    2. Reproduction Rate: 100%
    3. Blocker?-- just have to think (as a newbie) that they could be upstairs?
    4. Detail/Steps to Reproduce:
    On the way from Blood River to Aerie I have to ask about the bonesteel dagger.
    All the Blacksmiths and Guards (Guardhouse) were upstairs - it was daylight.
    May be it is by desin - if there is a rule, that npc's go up regulary, may be the shop could have a message at the door: "In urgent cases: I am upstairs" ? :)

    people aren't often at work right at sunrise in the real world. they don't do it in shroud, either. why shouldn't they sit down and have some breakfast and read the paper?

    the trigger time for shop opening generally seems to be fifteen minutes after the hour.

    I really understand this,
    but if a new player comes in the city (offline solo mode!) and there are 3 buildings empty in broad daylight, would he think of going upstairs searching for somebody?
    Well, maybe we need a "ring" at the door like in the good old times? ;)
