Allow manhole basement entrance as decorable surface

    This is a personal request because I have a use for doing this.

    Currently the hatch basement entrance is a decorable surface. I'm assuming the manhole isn't in part because it has empty spaces between the grating, and it would make it odd if a small item like a wand were placed parallel to the empty space and it floated there. But if either there's any way to solve this so items that span the distance of the empty space could be placed, or simply that it isn't considered that serious an issue to prevent its use as a surface, it would be appreciated.
