    Title: Ardoris - can steal everything with no penalty.

    Blocker? I went into Zangoff's blacksmith shop. I stole one item (a shield) and a guard appeared,. The guard vaporized out of thin air, took 125 gold, then vaporized into thin air. then i stole everything else in in the shop with no reaction and no penalty at all. I think it had something to do with being in the middle of conversation with zangoff when i stole the initial item. I had trouble reproducing it consistently, but was able to do it several times including at the butchery vendor.
