Details: If you have the blessing of the moon and it is running out and you do the quest to refresh it - the spell glyph under your health-bar shows the spell is active with the positive effect wearing off at the time the first one was wearing off... but the negative effect shows it will wear off when the 2nd one wears off. I think part of it is that you can not dismiss the blessing - so if you try to refresh it while it is still active - it is only overwriting the negative affect and not the positive.
Steps to Reproduce: Do the quest in Shaminain Hills for the Blessing of the Moon. Wait a day or two. Do the quest again. Look at the glyph under your health bar.

This picture was taken after the original blessing wore off taking away the positive benefit, but the 2nd blessing from when I tried to refresh it is still active leaving the negative effect.

 

To add to this - it also did affect my moon atunement - but in the wrong way. With no blessing at all - my Moon atunement is 212. With the spell bugged as in the picture above, rather than increasing my moon atunement, it dropped it by 15 points to 197.
