Title: Aerie town crier just gives one sort of mail package - no choice

Details: Every time I have gotten a new mail package in Aerie unlike in other towns I was not able to choose whether I'd like to deliver mail locally or in a neighboring region. So far all times I can remember I've always been sent to Jaanford from Aerie.
Steps to Reproduce: deliver mail and accept a new package

It's not a bug. There are no other cities local to Aerie.
