[By design] Flyers cannot be seen

    Title: Flyers on bulletin boards cannot be seen
    Reproduction Rate:
    Blocker? 100%
    Details: this is a bug, why have bulletin boards if you can't see what is on them. Players cannot see the flyers on these bulletin boards. Please make them stand out more. I have in game instructions and how tos on my bulleting and players say they can't see them.

    This has come up before and was determined not to be a bug. I'm sorry, but this would be considered an improvement request.
