[By design] NPCs in Blood Bay Don't Have Names

    Title: NPCs in Blood Bay do not have names

    Reproduction Rate: 100%

    Blocker? (Yes/No/Partial) No

    Details: Talked to guards and merchants and asked their names. Apparently, they were never given one because they respond with “I do not yet have a name I can share with you.”

    Steps to Reproduce:

    1. Area: Blood Bay (Novia_R3_Island01_01) Loc: (574.1, 87.0, -77.2) DBG: Tm92aWFfUjNfSXNsYW5kMDFfMDF8fCg1NzQuMTA4LCA4Ni45NjMsIC03Ny4yNDgpfCgwLCAwLjk1OSwgMCwgMC4yODMpfDE0Ny4zMzQ5fDkuOTQ2OTYyfDMuNTQ5MDc3

    2. Talk with NPCs and ask their name.

    3. Observe: They respond with “I do not yet have a name I can share with you.”

    4. Commentary: PIRATE NAMES PLZ!
