Change fishing skill so that it can be used before unlocking the utility bar

So I'm not a new player, but I've just spent an hour in Solace Bridge Outskirts and the question I got asked most often, by a 6 to 1 ratio, is "how do I fish" or variants thereof. With two and a half weeks of free trial left I really think this is worth fixing in R41.
