Disco Potion not showing John Travolta Floor

I cannot do /bug and post specs cause this was a couple days ago...

On Monday Night at the Avatar's Radio sunset event the first time I used a potion, the floor and disco ball appeared normally.

Approximately one hour later using the potion again (no relogs) the Floor did not appear only the disco ball.

Another hour later again, the floor was not showing only the ball overhead.

I commented on this and others said, they had noticed other people using the potion and the floor not being visible.

I suspect this is due to time in a zone? Number of folks in a zone? How long a zone had been active? Or possibly something I cannot think of off top of my head.

I also suspect this may be hard to reproduce but considering it is 2 dollars (or so) each time a potion is used, it is a bad bug to have from store bought items. Since it cost IRL dollars from crowns it does warrant investigation.
