Expecting Blacksmith Proficiency (Skill) to increase when Salvaging Weapons

Title: Blacksmith Proficiency (Skill) Not Increasing from use of Blacksmith Salvage (Skill)

Details: Expecting Blacksmith Proficiency Skill to increase when using Blacksmith Salvage Proficiency as it is a sub skill of Blacksmith Proficiency, have salvaged a hundred or so weapons with no increase.
Steps to Reproduce:
1. Salvage Weapon
2. Check Blacksmith Proficiency Skill set at 10 has not increased
3. Rinse and repeat no increase
User Specs:
OS: Windows 7 Service Pack 1 (6.1.7601) 64bit
CPU: Intel(R) Core(TM) i5-2500K CPU @ 3.30GHz (4) System RAM: 16359
GPU: NVIDIA GeForce GTX 560 Ti GPU RAM: 977

(Assuming this is a bug unless salvaging does not increase Blacksmithing Proficiency but based on the fact that a sub skill increases id expect the main skill to increase. I have done nothing more than salvage as of yet with blacksmithing since the release 26.
