    Title: Graff Island - Framerate Issue
    Reproduction Rate: 100%
    Blocker? No
    Details: Framerate changes drastically depending on which direction you face. North : Sub 10, West : Teens, South : 30+ (as expected for my system and other locations), East : Teens.
    Steps to Reproduce: Stand somewhere and spin around observe framerate.

    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-2600K CPU @ 3.40GHz (8) System RAM: 16348
    GPU: NVIDIA GeForce GTX 970 GPU RAM: 4043
