Green Tick or question mark?

Something I only now noticed - when standing next to a town or choosing a town from a menu on a teleporter there is a sign in front of the towns name and that has either a ? on it or is ticked off in green.

What does that mean?
? The Riddler has taken over?
Green Ticked: Only vegans allowed, Rangers who skinned everything including Bambi´s Mom will be burned at the stake?

 

I don 't know the answer but

 

I am not sure I understand but if you click on the name and press control key then you get the description of what is in the town even the amount of vendors that are in a town. I don't recall seeing a ? on a town but I will take a look to see if I can see any that have the question mark sign.

 

It means it’s a location you have never visited before.

Left of the towns name is the tower symbol with a ? on in. According to Anpu that means that, corectly, I never visited that town before.
