Healing spells in the utility bar

In the players guide it says “Specifically, any Glyph can be added to your Combat Hotbar but only utility, summoning, and healing skills (like Light and Healing Touch), as well as potions, can be added to your Utility Hotbar.”

I have healing spells in my utility bar (I.e light tough) but they get greyed out when I enter combat. Is this normal? As a regular, I’ve added healing spells to my combat bar and my utility bar.

Certain spells you need to use off your combat bar while in combat.

I have a heal spell both on my utility bar and my combat bar.

 

It is normal that they are greyed out during combat.
