[Known] black dyed items distorted

Reproduction Rate: 100% release 56 and 57.

Details: static accross true black dye is really annoying. also noticing it at night.
Steps to Reproduce: wear a black dyed heraldry cape, look closely. annoying static.

disable camera effects in video options and it goes away, however the strange missing blocks
from the cape stay.

You may have to turn up your brightness / disable night mode in flux.io if you're using it to see this.
