    Title: Crafting Merchants only sells 1 cleaver at a time instead of 10 (like all the other tools)

    Details: Crafting Merchants only sells 1 cleaver at a time instead of 10 (like all the other tools)
    Steps to Reproduce:
    1. find a Crafting Merchant and scroll to Cleaver in menu
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i5-6300HQ CPU @ 2.30GHz (4) System RAM: 8055
    GPU: NVIDIA GeForce GTX 960M GPU RAM: 2019
    SotA.EarlyAccess.QA.Win.64.572.Date.10.18.17
    Area: POT_forest_metropolis_01_template/Whyte Roc
