[Known]Deco loading still causing client to pause in high-density deco areas.

    I was walking around in Port Phoenix and experiencing this, but if you want a true example, go to Serpent's Watch because right from the entrance, there are over a dozen highly-decorated player houses. The client will freeze until all the deco items in the general area have been loaded. Are we still not using the GPU instancing feature from Unity 5.4?

    The absolute worst area for me has always been Kingsport as you approach the end of the docks, either from the bridge on the way in or coming back from the Oracle. This still stutters very badly but is actually noticeably better, in R36 the screen freezes for 3-5 seconds, in dev I get a several smaller freezes rather than one or two big ones.

    This happens everywhere there is a lot of deco it seems. The only "fix" for me, is to change to Fastest under video settings.

    Just to comment further Diamond Fields seem to take longer to load into than before lol. I know this release of QA is not the final and may not have all performance issues fixed .. but making a note.
