[Known] Duke City Water House - Roof Section Not Accepting Deco

The Roof area of the Duke City Water House located to the rear left of the tower does not accept deco.

Details: Whilst I was able to work around this issue by using granite blocks to build platforms for planters to sit on, I was unable to place medium or large planters directly onto the flat roof area. The bug also affects other large items like Kobald gazebo's, chess boards, etc. If you pan your camera so that its looking almost flush along the floor, you can see that the floor appears to dip down towards the back wall. I think this warp is the cause of the problem.
Steps to Reproduce: Try to place large deco item like planters in the rear left quadrant of the roof
