Title: Hand in Arcane Catalyst quest multiple times

Details:
My understanding is this was supposed be 1 hand in per day. I did not remember if i had done it earlier in the day so tried. When it worked i convinced myself i had done it so tried again to see if it was working. Then the third one was to see if it worked after stopping and restarting the convo.

Steps to Reproduce: say arcane catalyst to the scout and give 18 arcane catalysts.

I was also able to repeat this multiple times, but not at the same siege. If I tried to turn in more than one at the same siege I get the 1x per day message. I was able to turn in 18-Arcane Catalyst at each siege I went to. Some of the players that were in my party were not able to repeat the quest. This wasn't just an issue with being partied either. I was able to do it solo as well.

 

I was just able to turn in 4 times in a row in a POT siege...... Same scene.

 

I turned in a set of catalysts at one scene, farmed a separate scene for 18, and then turned those in at a third scene. First was a POT siege, second was a NPC town siege, third was a different POT siege.
