[Known] Peripheral Lighting causing major performance issues still

Title: Peripheral Lighting causing major performance issues again

Blocker? Yes

Details: Although there IS a warning that pops up when a player attempts to enable "Peripheral Lighting" in Video options, players might accidentally enable it and then not realize that is causing their performance issues. A new? player in the game, Wrain, was reporting in Universal chat, and on a hunch, I had them disable this option, and it fixed their issue. The user reported they do have a Razer keyboard, but I am unsure if the model is the right one for this specialized toggle.

I tested it myself (noting the Popup Warning), and it indeed caused an extreme slowdown for me. I think moving this option out of "Video" into "Interface" might dissuade the common gamer with a fast system behavior of enabling "everything" under Video / Display options and setting everything to Max (despite the popup).

-- or, perhaps the game could recognize the performance issue happening (like Disabling Weather Effects?) and turn the option off automatically?

Steps to Reproduce: I tested this in Nightshade Pass. Enable "Peripheral Lighting", click 'yes' to the popup warning message, and watch the game chug. I cannot test to see if it works appropriately with the proper Razer keyboard, since I don't own one.
