[Known]Player owned town Banker will not allow me to interact with it at all

This bug is different from the other pot banker bug.

When I approach the pot banker in virtue oasis I appear to bump into an invisible barrier whe I get within about 1 to 2 meters. If I continue to try to go forward, I slide along the invisible barrier and do not get up close to the banker. And, at no time can I get in position to interact with the banker. The mouse pointer does not go green for interact, nor do double clicks open the window.

Details: banker in virtue oasis appears to have an invisible barrier around it
Steps to Reproduce:
1. Approach banker by crafting pavilian in virtue oasis (guild house keep lot with crafting inside.)
2 See banker Julia
3. Move toward banker Julia
4. When I get close, I cant approach because of an invisible barrier.
5. Continue to press "w" key and slide sideways along the invisible barrier.
6. Try to hover mouse over banker to use interact but cannot get mouse pointer to go green
7. Try to double click with no luck - no interaction appears to be possible with this banker
8. The conversation window never opens for this banker.
9. Go to another npc who is crafting vendor and verify that the interface works.
10. Crafting vendor does have the dialog open,
11. And, when I click "buy" in the crafting vendor dialog it opens the vendor window.

CPU: Intel(R) Core(TM) i7-4770 CPU @ 3.40GHz (8) System RAM: 12212
GPU: NVIDIA GeForce GT 740 GPU RAM: 2017

The /devbug tool has a bug too. It copies the version information into the clipboard incorrectly.
It copied this
SotA.EarlyAccess.Win.64.502.Date.05.18.17

But, the correct version is this:
SotA.EarlyAccess.QA.Win.64.502.Date.05.18.17

I made another bug for that.
