Title: Stanley is waving every direction but at me

Details:He's mostly waving toward the refugee camp, then sometimes does a 90 left of that, and another 90 left, but never at me.
Steps to Reproduce:Appear in front of Stanley from boat, in Soltown. Watch him.

Is this reoccuring with lots of NPCs? Should I be entering each one I see as a bug or no? Just saw Edvard doing it in Blood River Massacre.

 

This is most likely the idle animations from NPCs who have quests not properly pointing at you. You do not need to report each one.
