[Known] Vendors saying their shop is closed but the buy/sell window opens

    Title: Vendors shops closed/open
    Reproduction Rate: Random
    Blocker? No
    Details: Vendor Chip Leland at below loc. Click on him to sell my wares. Message in chat window is "My shop is currently closed, see me when it opens". But the buy/sell window opens up, he isnt really closed. The message in the chat window doesnt seem to correspond to his actual open/closed status
    Steps to Reproduce: Click on vendor and pick "Buy"
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
