Details: I cleaned out an encounter (skeletons) on the road near Verdantis Foothills, then I ran along the road, crossed the bridge and went through Harvest and then followed the road towards Brittany. I saw another skeleton walking along the road so I walked into him. I ended up in the same encounter as the earlier one - no enemies, resources harvested. The encounter should reset for the same enemies at different overworld locations.
Steps to Reproduce: Leave an encounter, look for a similar encounter

Yes, I have had the same issue with a skeleton south of Eastreach Gap.

 

I can confirm the same thing happening with bandits. I had an encounter, then two after that further along the road which re-used the scene and as a consequence was empty.
