Owl's Head freezing

Reproduction: 4 for 4
Blocker : cannot get into Owl's Head, but other places I tried worked fine
Details:

When trying to enter Owl's Head from Hidden Vale (and one time when the system thought I had gotten in, from the login), the process stops at 98%

I let it sit at 98 for 10 minutes one time, but no luck

Getting in to Hidden Vale (the world) was no problem, and I could enter Adventure areas and Kingsport

4 for 4 blocked attempted entries to Owl's Head

Step to Reproduce: try to enter Owl's Head from Hidden Vale

windows 7, gtx 1060
