Phineas won't give quests

    I'm in Blood River Outskirts and have The Vigilante Brief and Truth Over Deceit quests. I'm in the vigilante camp but the leader has nothing for me. I exhausted all keywords with him and got nothing so I don't know how to find the evidence Albrec needs.
