[PVP/Crafting related] We need consequences for overworld and economy.

I was especially enamored of the idea as a callback to Ultima Underworld. Which is what I believe the original intent was for all the underground areas, and why so many of them link up through scenes like Hilt and the Rise. But making them all tier 5 meant they were off limits pretty much up to the point where you could just run through the control points anyway, so nobody ever went there except to poke around the first time, or maybe the few times the main story leads you there. You could probably do them if you could handle t3/4 content, if you knew what you were doing, and stayed away from the handful of spots where you could get swarmed.
