R37 Bug Not Addressed with bad switch message.

Title: Player receives switch is busy in SPO mode when entering Resolute via gate guard conversation. this has been experinced in MPO but there is no reason it should ever happen in SPO, which may lead to why this happens in MPO.
Reproduction Rate: sporatic
Blocker? No
Details: Clicking highlighted word in gate guard converstation to open the Resolute gate4 (only way in) sometimes results in a Switch is Busy message--- Owls head gate from clicking may have same issue with no dialogue for switch.
Steps to Reproduce: Repeatedly try to use the only way into the city via a gate guard dialogue

Makes no sense the switch is busy in SPO, but the real issue is having to rely on a guard to open the gate and then getting the switch is buy message both in SPO and MPO.
