Resolute Quests

I haven't really played the past few releases but are you supposed to be able to complete the quests that Declan gives you in Resolute? Namely speaking with the scout in Highvale. Highvale never changes from being "The Battle of Highvale" for me so there's never any new NPCs/mobs in there. Or am I supposed to just run over to Ardoris as soon as humanly possible?

 

You should only see Battle of Highvale if you are not registered as having started the Path of Courage quest. Have you talked to Gawain and started his quest in that scene?

If your character is a few releases old it may be an issue with the quest flags updating from 2 releases ago when the ability to go to other Path starter scenes was added. Entering the Battle of Highvale scene and speaking to Gawain (as long as you have spoken with him before and has the Highvale key he gives you) will flag you so that the scene switches to the new version your next visit.
