Title:Merchant teleporting to old house location on place

Details:I took a merchant from one of my other locations into inventory to move to a new row. upon placing it teleported to the old location. I cant pick it up at old location and cant grab it at the new location with out collapsing the new location which is a rented row.
Steps to Reproduce: take merchant from one location and place on new location. (not sure if it matters that these were magic moved at once point pre patch)

If you are trying to place it in a player row lot, it won't stick. NPC merchants are PoT NPCs. Or are you referring to a player vendor? I admit I'm a little confused.
