Citadel is formed by the UO Devs from the 2005 ~2008 era of UO which in terms of UO PvE/RP content was one of the better stretches of time for the game. Draconi, Supreem, and Logrus are three great devs and I'm watching it to see what they come up with.

I had actually hoped that Portalarium would have snagged Draconi as a SotA Dev... which I consider to be a high opinion of the guy.

Mythic is breaking up with several of the Mythic devs going to different companies and actual UO development going to one of these new studios, and some of the other devs creating a UO-like competitor. But Pantheon failed to get funding because they were late to the game. They were appealing to a niche audience, and large chunks of that niche audience already decided to invest in either SotA or Everquest Next. I wonder how successful Shards will be showing up to the game late and competing for a slice of this niche audience.

The fact that they have literally nothing to show for this project (no concept art let alone screenshots or gameplay) means their project is likely still 3 years out.
