Sword trail visual fx lengthens with low FPS

    Details:
    I'm not sure it's unintentional, but I've noticed that the visual fx that trails behind your sword as you move lengthens the lower your FPS is. Though it sounds relatively inconsequential, it could have a dramatic, unwanted effect on screenshots (and players who normally run on low graphic settings will ramp them up for screenshots).

    So, for instance, this is what I typically see (a little clearer in game), with greater than 9 FPS

    But this is what I'll start to see with less than 9 FPS,

    The effect it can have on screenshots is dramatic; sometimes it looks cool, but other times its just an bloody, unwanted mess,

    The reason I'm not certain if its unintentional is because it could possibly be a way for people to see motion if the game rendering is a bit jittery (?) Still, I have no problem seeing the movement, and I get these long swooshes. So, maybe its something worth looking at, if its something that could be regularized.

    Steps to reproduce: Move around with sword drawn under different states of FPS.

    User specs: Windows 10 x64 Insider Preview Build 14986 | Intel i7-5500U 2.4GHz | Intel HD Graphics 5500 | 12.0 GB Installed RAM
