Upgrading Untradble ROW to tradable costs more than coto store version?

    Blue Rose Isle, Crafters Town, Black Rock Cove
    I recently received an untradeable ROW lot deed from completing the outskirts quest.

    The cost to upgrade this deed to a tradeable row lot deed is 30 cotos. The shop to buy a tradeable
    row lot deed on the coto shop is 29 cotos.

    Is this a bug or is this working as intended?
