    Is the hatch the same as the deed for the basement? Does that only appear in the town you select the lot from?

    The hatch is a seperate object.
    So you need both a Hatch and a Basement to place it.

    They have not got around to changing them all. They have to do it individually for each town.

    It means that they are starting to implement the basic tech for translations and they got a common bug along the way.

    The hatch can also be purchased from the same deed vendor for basements. (like the one in owles head on the 3rd floor of the bank )
