Wishing Well Permissions

There is either a hole in my knowledge of how things are supposed to work, or there is something wrong with Wishing Well permissions.

I rate the probability of either option being correct at 50%.

I have a Wishing Well placed on a property where Kindred are given access, but the wishing well is not useable by them.

The Wishing Well doesn't seem to have separate item permissions of its own.

Is there a bug, or could someone educate me on what I'm doing wrong?

 

There is not a "use" permission, but this is something that is really needed.

 

Been reporting this every two releases since r28. I even sent a PM to @dallas since this is essential to boost sales of the water make-a-difference items. This since these could be attractions on lots and pots that could get even the deedless to invest in a cloak.

Not heard a peep.

I don't think they understand the issue. Or rather it is such a minor issue that it doesn't register enough prio to even Jira it.
