Yew public vendor does not open trade window

    Title: Yew public vendor does not open trade window
    Reproduction Rate: 100%
    Blocker? yes
    Details: Even after I select all of the key words, the Yew public vendor does not open the trade window.
    Steps to Reproduce:
    1. Enter Yew
    2. Locate public vendor
    3. Interact with public vendor
    4. Select continue if necessary
    5. Select buy
    6. See that no sales window opens
    7. Select all keywords one at a time, see that the trade window never opens.

    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-4770 CPU @ 3.40GHz (8) System RAM: 12212
    GPU: NVIDIA GeForce GT 740 GPU RAM: 2018
    SotA.Win.64.773.Date.05.01.18
    Area: Novia_R9_City_Yew
    Area Display Name: Yew
    Loc: (0.6, 33.0, -47.0)

    Even after I select all of the key words, the Yew public vendor does not open the trade window.
    I am in solo/party mode if that is important. Even though it says private under my compass, I am in solo/party mode.
