I had one skeleton encounter on the road -- which led me to the burial shrine scene -- and, after that, another skeleton encounter that reused the same scene as reported here. Shortly after that, I met a bandit on the road, and it brought me into the same skeleton encounter scene.

Steps to Reproduce: Unknown, but probably involves encounter with a bandit following a skeleton encounter.
