Encounter avoidance "fees" are WAY to high

    Generally speaking, the only time I use teleport scrolls is when I'm invited to some POT for an event, and the people who are at the event can't even tell me where it is on the map...

    Which is kind of not good in itself :D Because people are so used to teleporting everywhere, they don't even know where they are.

    A potion of Wolf Speed, even at cost is cheaper than that fee... of which you can zip right past everything at lightening speed...

    Absolutely correct, the mobs will look up to see your dust. Not only does it avoid OW gank mobs it gets you there 3x quicker.

    .. Should be able to pick em up between 30 and 60 GP each. Closer to the lower cost usually. They're so cheap I burn em running around in combat and mining. Lasts 10 mins.

    If the intent is to help new people understand a mechanic (overworld travel and encounters) put a quest character at all of the exits of the Outskirts areas that has a one time quest that gives the player a few potions of Wolf Speed and tells them briefly how to travel on the overland map safely.

    I don't know if giving Wolf Speed potions is necessary, but I definitely agree with the idea of having a provisioner or other character that gives travel advice and maybe also gives things like torches, and so on. The same person would give out the physical maps, if those ever play a role in the game again.
