    If you are still having this issue, please look in your character inventory and bank inventory for the items listed below. Don't forget to look within all your bags for the items!

    "WARRANT - Phineas Drumplemouth"
    "WARRANT - Phineas Drumplemouth - OFFICIAL COPY"

    If you have these items, delete them.

    I believe that you were able to collect these items at a point when you should not have been able to do so, and deleting the items should allow you to finish your quest with Captain Bearfield in Blood River Outskirts.
