PaxLair has been using the SotaMap.com since inception. It's a tremendous tool. As of now almost all our connected towns use it.
Is there anyway to help with recreating maps of cities like Spite that have been completely redone? Also related, can we contribute to NPC towns (again, like Spite) by editing which lots are taken?
I didn't have much time to do that but on sunday I will start to map Brittany Estates and then I will remap Spite. It will take me around a week. After that, I will think how to manage permissions to edit lots data.
Well I see two-ish possibilities for keeping NPC towns/cities up to date in terms of lot data that would not involve just doing absolutely everything yourself. First would be to open up editing of them to everyone... which could result in all the foreseeable problems that doing so could cause, but could result in more timely updating of Non Player Owned towns. Alternatively you could start recruiting census takers that will have editing privileges and responsibilities for specific towns/cities. Once/twice/however many times a week/month/whatever these census go visit whichever towns/cities they're responsible for and edit as appropriate. Alternatively to that alternative the census takers could not even have/need editing privileges they could just catalog just submit a report/spreadsheet of what each specific lot is currently occupied by and then the actual editor(s) would just plop in those alterations. Both of these alternatives will naturally have a delay between census visits, but at least they will be updated on a regular to semi-regular schedule and provide for greater oversight in terms of who is making what changes where. At least those are a couple options I come up with off the top of my head.
Rather than open it to everyone, you could open editing of those lots to those who have donated for access. That way it still remains locked from random destructive editors, and access could be removed from those who abuse it. I don't have a POT, but I'd donate for access to help update PRT info.

Might want to update this....some of the scenes have changed. Some levels have increased in difficulty
