    Minimaps should IMHO be something you purchase from a mapmaker. Completeness and quality should vary, based on skill and amount paid, but NO location indicator!!! (No Marauder's Map please!)
    A small town would not have a mapmaker, typically, so that'd be bigger villages and cities...

    Of course, the mapmaker would need to survey the area before he/she can make a map, but that would also allow us to map uncharted islands etc, that aren't even on the cloth map.

    (And a new type of player/crafter/vendor is born!) :p
